The CMM does not mandate waterfall, and the organization of the process areas must not be confused with mandating phases of a life cycle. Furthermore, the authors of the CMMs worked on space shuttles, wrote operating systems, developed telecommunication systems, created new computers, and performed other work that could be termed "complex".
